LS and MS, Everett Drumwright, Asst Sec of State for Far East Affairs, makes a speech in which he turns the ships over to Japan. VS, Japanese Ambassador and Rear Admiral McLean seated at a table where they sign the official papers. MS, two Japanese officers record the Japanese Ambassador's speech on a tape recorder. VS, American sailors walk off the gangplank of the USS Ellyson. MS, General Clark and Admiral McLean talk. VS, Dignitaries, Japanese Officers with their heads bared during the invocation. LS, Admiral McLean speaking from platform to the crowd. CUs, Japanese officers and enlisted men as they listen. Japanese Ambassador and Japanese Captain salute and talk to each other. VSs, Japanese Captain and officers around gangplank as the Japanese Ambassador and American officials are piped off the ship. CU, Japanese characters, on stern which stand for "Morning Breeze." American sailors and their wives board the ship and are saluted by the Japanese officers. Seq, a Japanese girl in costume goes aboard the ship and is greeted by the Japanese officers. Dignitaries and their wives tour the ship. LS, looking up the mast at the various Japanese flags. Japanese Ambassador poses with the officers of the ship. Ambassador Iguchi leaves the ship, gets into a car, and drives off. Long line of Japanese sailors move up the gangplank and take over the ship. Japanese officers and men assemble on the deck and salute as the Japanese flag is raised. CU, program of the ceremonies of the turning over of the USS Ellyson and USS Macomb to the Japanese Navy. LS, American flag flying from the stern of the ship; foreground shows American band playing.

Mark Wayne Clark (1896-1984) was born in Madison Barracks, New York. After he graduated from West Point in 1917, he commissioned in the infantry. During World War I, he became wounded in combat while commanding a battalion in France. He served with the War Department General Staff from 1921 to 1924. He graduated from the Command and General Staff School in 1935 and the Army War College two years later. Between 1940 and 1942, he served at General Headquarters and then Army Ground Forces.
